JPMorgan's blockchain platform Kinexys, Mastercard, Ripple, and Ondo Finance completed the first cross-border redemption of tokenized U.S. Treasuries on the XRP Ledger—settling in under five seconds and delivering fiat proceeds to Singapore outside traditional banking hours. That single pilot connected public blockchain settlement with interbank cash rails in a way no previous test had achieved. Meanwhile, Washington delivered two legislative advances in three days: the GENIUS Act cleared a procedural vote 66-32 on May 15, and the Digital Asset Market CLARITY Act passed the Senate Banking Committee 15-9 on May 14 with bipartisan support. The week also brought Ripple a $200 million debt facility to expand prime brokerage and pushed XRP ETF inflows past $84 million for May—the strongest month of 2026.
JPMorgan, Mastercard, and Ondo Settlement Redefines Tokenized Asset Infrastructure
On May 6, 2026, Ondo Finance announced the successful completion of the first near real-time cross-border, cross-bank redemption of a tokenized U.S. Treasury fund. Ripple redeemed a portion of its Ondo Short-Term U.S. Government Treasuries (OUSG) holdings on XRPL. Ondo processed the redemption and initiated a fiat payout instruction via the Mastercard MTN, which routed the instruction to Kinexys by J.P. Morgan. Kinexys debited Ondo's Blockchain Deposit Account and settled U.S. dollar proceeds to Ripple's bank account in Singapore via its correspondent banking network.
The XRP Ledger leg processed in under five seconds. The pilot links public-chain settlement speed to bank-account completion while keeping the USD payout on bank infrastructure. Until this pilot, getting cash into a bank account after redeeming tokenized assets was slow because the dollars still moved through wire transfers, manual checks, and banking hours. A near-instant blockchain trade often took one to three business days before the dollars hit. The Ondo, JPMorgan, Mastercard, and Ripple pilot connected both steps into one continuous flow.
This test marks the first connection between JPMorgan's private blockchain and a public Layer-1 chain. JPMorgan's Kinexys platform has now processed over $3 trillion in cumulative transactions. The actual settlement ran on RLUSD, with a fraction of XRP used as network fee, because Ondo's OUSG has been built to use RLUSD as the settlement asset on XRPL since June 2025.
This pilot matters because it demonstrates XRPL as a credible transport layer for institutional-grade redemptions that terminate directly on JPMorgan's cash rails. That structural distinction separates it from prior on-chain-only tests.
U.S. Regulatory Momentum: GENIUS and CLARITY Acts Advance
The U.S. Senate Banking Committee approved the bipartisan CLARITY Act, a key step toward comprehensive crypto market structure legislation. Crypto majors bid higher Friday after the Digital Asset Market Clarity Act cleared the Senate Banking Committee in a 15-9 bipartisan vote. The amendments won wide bipartisan support, with Democratic Senators Ruben Gallego and Angela Alsobrooks joining all Republicans to advance the bill.
The Clarity Act is the product of years of bipartisan work. It establishes clear rules for digital asset markets, draws bright lines between SEC and CFTC authority, builds the most comprehensive customer protection framework the sector has seen, and bolsters law enforcement's ability to target bad actors. Since the Senate Agriculture Committee approved its own market structure bill earlier this year, the two committee products will need to be reconciled into a single piece of legislation before the Senate considers floor action. Once a unified Senate bill is finalized, Majority Leader John Thune will need to bring a motion to proceed, which requires 60 votes. That threshold means at least seven Democrats will need to support advancing the bill.
On the stablecoin front, the GENIUS Act continued its march toward passage. On July 18, 2025, the President signed the GENIUS Act into law. The legislation was adopted on June 17, 2025 in the U.S. Senate by a vote of 68 to 30, and in the U.S. House of Representatives by a vote of 308 to 122, on July 17, 2025. Regulations are required to be promulgated by July 18, 2026, one year following the GENIUS Act's enactment. The framework establishes how banks and licensed non-banks can issue payment stablecoins under federal oversight.
Canada angle: The GENIUS Act framework and CLARITY Act's progress create direct implications for Canadian institutions operating cross-border. As Canada develops its own federal stablecoin legislation expected later this year, U.S. regulatory clarity provides a template—and competitive pressure. Canadian crypto trading platforms operating under CIRO's recently published Digital Asset Custody Framework will need to monitor how interoperability requirements develop between jurisdictions.
XRPL Tokenized Assets Cross $3 Billion; ETFs Post Best Month of 2026
Real-world assets on XRPL crossed $3 billion in total value, up 59% in a single month, with 291 separate projects now running on the network. Deutsche Bank, Société Générale, and Aviva Investors all made moves onto the ledger in the past few months alone.
The biggest driver is Justoken's JMWH, a digital token representing one megawatt-hour of energy backed by Latin American energy companies, which accounts for $1.76 billion of the total value. Ondo Finance alone has $323 million in tokenized U.S. Treasury products on the XRP Ledger. Archax, a UK-regulated digital securities exchange, has committed to bringing $1 billion in additional assets onto the ledger by mid-2026. XRPL currently ranks 5th globally in total tokenized asset value and now ranks second in 30-day RWA growth, behind only Arbitrum.
On the ETF front, XRP ETF inflows hit $84 million in May 2026 as price remains range-bound since February. Total XRP ETF inflows now exceed $1.37 billion, ranking third after Bitcoin and Ethereum. U.S.-listed spot XRP ETFs drew $25.8 million in net inflows on Monday, their largest daily haul since early January, bringing cumulative inflows to $1.35 billion. As of May 17, 2026, 7 XRP spot ETFs are trading in the United States with combined AUM of $1B and 881.5M XRP tokens locked.

CIRO introduces a tiered framework which establishes baseline requirements for custodians and links custody limits to the custodian's ability to manage custody risks, with Tier 1 custodians permitted to hold 100% of dealer member's assets and Tier 4 custodians permitted to hold 40% of dealer member's assets.
